I think that the people don't try to act underage, it is just the fact that A) they are trying to act immature, or B) they have not developed enough mentally to handle the circumstance that they are in and you are in also. However, in a different setting they could appear quite mature because compared to everyone else, they seem mature.
I think that sometimes they are not trying to be immature, even though they are. For example: 7th grade guys probably aren't trying to act like five year olds, but they are just the same.
I have a sort of a different approach. I think it is because they want to get attention, even if it is negative attention. I think if they make annoying noises, people tell them repeatedly to stop, that is a lot more attention than if they did not do that.
I think that your home situation mainly shapes your maturity. For example, if you do not get any attention at home, you will act immature to get attention. If you have a great home life, you will not have any social needs so you will not act out or be immature. Also, Anna, not all 7th grade guys are immature, your statement is a little to broad for me.
